AI visibility is not AI bookability
AI visibility means an answer engine can name your business. AI bookability means an agent can act on it. They fail for different reasons and are fixed by different work. Being named puts you in the answer. Being bookable decides whether the request finishes anywhere other than a phone call.
Two failures, one business
A business can be named by every answer engine and still leave an agent with nothing to act on. Another can run a clean, machine-readable booking path and never be named at all.
The two states move independently. Work on one does not carry across to the other.

They are measured differently
Visibility is measured by asking engines a fixed set of questions on a date and recording who gets named. The result shifts with phrasing, personalization and the model version.
Bookability is measured by observing the path itself: which artifacts exist, which action they support, where the path stops. It does not require asking a model anything.
The order that makes sense
Visibility first is reasonable, since an agent has to find you before it can act. The mistake is treating the first gate as the finish line, because the second one is where the request quietly turns back into a phone call.
